人 性 滅 絕

Though many Red Army soldiers were captured by the Nazis during World War II, Stalin refused to swap prisoners with the Germans, declaring that “there are no prisoners of war, there are only traitors to the motherland”.
When Stalin’s oldest son Yakov, commander of an artillery battery, was captured in 1941, Stalin was offered a trade: the return of his son for the release of a German general. Stalin rejected the offer. In 1943, Yakov, suffering from nervous depression, threw himself on the prison camp’s electrified barbed wire. He died almost instantly. A guard shot him four times, but he was already dead.

一 九 四 一 年 ， 任 砲 兵 連 司 令 的 史 達 林 長 子 雅 科 夫 被 俘 。 德 國 向 史 達 林 提 議 ， 以 雅 科 夫 交 換 一 名 德 國 將 領 。 史 達 林 拒 絕 了 。 一 九 四 三 年 ， 雅 科 夫 患 上 精 神 抑 鬱 症 ， 把 身 體 撞 向 戰 俘 營 通 了 電 的 帶 刺 鐵 絲 網 上 ， 當 場 死 去 。 一 名 守 衞 向 他 開 了 四 槍 ， 但 他 其 實 已 經 死 亡 。

【 附 注 】
Swap 是 「 交 換 」 的 意 思 ， 英 式 英 文 還 可 拼 作 swop 。 這 個 字 多 用 於 較 隨 便 的 英 文 ， 嚴 肅 的 文 字 宜 改 用 exchange ， 例 如 ： I swapped / exchanged my axe for his sword （ 我 用 斧 頭 換 他 的 劍 ） 。
史 達 林 當 年 不 但 拒 絕 贖 回 兒 子 ， 還 下 令 拘 捕 兒 媳 ， 令 孫 女 成 為 孤 女 。 史 達 林 的 女 兒 後 來 也 不 得 不 逃 亡 西 方 。

大 使 、 領 事 、 通 脹 率

Embassy 、 ambassador 、 consulate 三 字 有 什 麼 分 別 ？
Embassy 是 「 大 使 館 」 ， 由 ambassador （ 大 使 ） 主 管 ； consulate 是 「 領 事 館 」 ， 由 consul （ 領 事 ） 主 管 。 大 使 是 外 交 官 之 中 最 高 級 的 ， 代 表 國 家 ； 領 事 則 是 派 駐 外 國 大 城 市 的 外 交 官 ， 負 責 僑 民 事 務 、 簽 證 等 。 大 使 跟 另 一 個 國 家 的 中 央 政 府 往 來 ， 所 以 其 後 常 用 「 to ＋ 國 家 名 稱 」 ， 但 用 in 或 at 說 駐 守 某 地 也 可 以 ； consul 以 城 市 為 工 作 重 點 ， 所 以 其 後 常 用 「 in / at ＋ 城 市 名 稱 」 ， 例 如 ： （ 1 ） Russia has recalled its ambassador to the US （ 俄 國 召 回 駐 美 大 使 ） 。 （ 2 ） The Japanese consul in Hong Kong refused to accept the letter of protest （ 日 本 駐 香 港 領 事 拒 收 抗 議 信 ） 。

二 ○ ○ 八 到 ○ 九 年 香 港 政 府 財 政 預 算 案 說 ： Eliminating the effects of the rates concession and public housing rental waiver, the underlying inflation rate was 2.8 per cent （ 除 卻 差 餉 寬 減 以 及 公 屋 租 金 蠲 免 的 影 響 ， 基 本 通 脹 率 是 百 分 之 二 點 八 ） 。 這 一 句 文 法 正 確 嗎 ？
這 一 句 主 要 子 句 （ main clause ） 的 主 詞 （ subject ） 是 the underlying inflation ， 然 則 eliminating 的 主 詞 也 應 是 the underlying inflation ， 但 把 差 餉 寬 減 等 影 響 剔 除 的 ， 是 計 算 通 脹 者 ， 不 是 the underlying inflation ， 所 以 這 一 句 的 文 法 嚴 格 而 言 並 不 正 確 ， 可 改 為 If we eliminate the effects of the rates concession and public housing rental waiver, the underlying inflation was 2.8 per cent 。 不 過 ， 類 似 的 「 文 法 錯 誤 」 在 英 語 國 家 很 常 見 ， 連 文 豪 波 普 （ Alexander Pope ） 都 不 免 。 有 人 認 為 ， 只 要 不 引 起 誤 會 ， 就 不 算 錯 ， 只 可 視 作 「 不 謹 嚴 的 一 般 用 法 」 （ informal standard usage ） 。
